This study evaluates and compares the costs of designing and constructing barracks and similar structures by private sector entities versus government-led projects. Commissioned by the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), and other Department of Defense (DoD) entities, it aims to understand the cost premiums associated with federal construction. These premiums, referred to as the Military Construction (MILCON) Cost Premium (MCP), can be influenced by factors such as sustainability standards, wage determinations, and federal design requirements.
